GREENLEE COUNTY BOARD OF SUPERVISORS
CLIFTON, AZ
JUNE 5, 2026
The Greenlee County Board of Supervisors met on this date in regular session in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Dixie Zumwalt, Chairman; Donald Stacey, Member; and Hector Ruedas, Member. Also present was Yvonne Pearson, Assistant Clerk of the Board. Deborah K. Gale, County Administrator/Clerk of the Board was absent from this meeting.
Chairman Zumwalt called the meeting to order and led those present in the Pledge of Allegiance.
The Board discussed concerns about the bids on two 4x4 Police Package Utility vehicles for the Sheriff's Office which had been awarded to Bill McGlocklin Ford at the May 6, 2026 Board of Supervisors meeting. Supervisor Stacey was concerned that all bidders were not allowed the same opportunity to bid on similar vehicles. Supervisor Ruedas reminded the other members that Sheriff Richard McCluskey had reviewed the bids and recommended that the Board award the bid to the lowest bidder Bill McGlocklin Ford. County Attorney Derek Rapier advised the Board that the award of bid upon the recommendation of the Sheriff constituted a contract and should be upheld. It is the responsibility of the department submitting a call for bids to review the bids and make recommendations for award based upon their knowledge for their specific needs for the item to be purchased. Supervisor Stacey and Chairman Zumwalt both stated that future bids specs needed to be clearer to vendors. The Board gave direction to Yvonne Pearson, Asst. Clerk of the Board to submit a letter of award to Bill McGlocklin Ford based on the May 6, 2026 Board approval.
On behalf of Mr. Philip Ronnerud, Ms. Pearson passed on information that the surveying for the Loma Linda Construction and Demolition Landfill expansion was complete and is ready for digging. She stated that Mr. Ronnerud is working with Phelps Dodge to exchange the use of one of their D10 bulldozers in lieu of dumping fees. This will be a great benefit to the County since Greenlee County does not have machinery of that size and capacity nor the manpower to complete the job in a timely manner.
Upon motion by Supervisor Ruedas, seconded by Supervisor Stacey, and carried unanimously, the Board convened into budget work session.
Budget Work Sessions are scheduled for June 17th in conjunction with the regular Board meeting to begin at 8:00 a.m. and again on June 24th at 8:00 a.m.
The Board gave direction for the County Administrator to include increases in healthcare premiums in the budget to be paid by the County on behalf of the employees.
Upon motion by Supervisor Ruedas, seconded by Supervisor Stacey, and carried unanimously, the Board reconvened into regular session.
Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved a letter to the Forest Service-Alpine District in opposition to a proposed land exchange of private non-Federal land for Federal National Forest land which includes a portion of land in Greenlee County. Supervisor Stacey asked that a copy of the letter be sent to Congressman Renzi and all State Representatives. He stated that he felt that our Representatives need to be aware of these exchanges which affect property tax base. Greenlee County currently consists of only 7% privately owned land.
Upon motion by Supervisor Ruedas, seconded by Supervisor Stacey, and carried unanimously, the Board approved the renewal of the Fair & Racing Liquor License.
Upon motion by Supervisor Stacey, seconded by Supervisor Ruedas, and carried unanimously, the Board approved the Consent Agenda as follows:
Approval of minutes to previous meetings
Approval of demands in excess of $500
Approval of payroll change notice - B. Morales
Approval to purchase additional power supply for computer switch/hub room in Courthouse in an amount not to exceed $700
Supervisor Ruedas reported that he will be attending a Wolf meeting in Springerville on Friday, June 6.
Chairman Zumwalt reported that she had attended the Private Property Protection meeting in Globe on Saturday and stated that it was very interesting and informative. She has information to give to the other Board members.
The Economic Development seminar by Remelle Farrar was set for August 6th and 7th.
There being no further business to come before the Board of Supervisors, the meeting was adjourned at 9:00 a.m.

GREENLEE COUNTY BOARD OF SUPERVISORS

The Greenlee County Board of Supervisors met on this date in regular session in the 2nd floor Conference Room, Courthouse Annex, Clifton, Arizona with the following members present: Dixie L. Zumwalt, Chairman; and Donald Stacey, Member. Supervisor Hector Ruedas was absent from this meeting. Also present were Deborah K. Gale, County Administrator/Clerk of the Board and Yvonne Pearson, Assistant Clerk of the Board.
Chairman Zumwalt called the meeting to order at 8:12 a.m. and led those present in the Pledge of Allegiance.
David Newlin, Duncan Town Manager, invited those present to the Fourth of July festivities in Duncan.
Ms. Marilyn Thorne, President of the Duncan Library Board, requested consideration from the Board of Supervisors to assist in the implementation of County Library Services with funding to be obtained from the State Library Board which requires matching funds in the amount of $23,000 and must pass-through the County and be distributed according to the Plan. Ms. Thorne presented a preliminary plan stating that this is only a starting point and that a more in depth plan will be drafted. She stated that at this point the Library Board was seeking commitment from the County before going any further. Clifton Town Manager Ron Armstrong, expressed concerns that Clifton be involved in the planning stages. Supervisor Stacey stated that Clifton does need to be involved in the planning. Chairman Zumwalt stated that the State Library Board funding requires that the funding benefit the County as a whole and not just one library which includes Eagle and Blue as well as Morenci, Clifton and Duncan. Ms. Gale, County Administrator, recommended a meeting with town managers and/or council members and library staff to put together a more detailed plan and present it to the Board at next weeks meeting.
Ms. Gale requested approval to acquire bids for a new ambulance. She stated that this would put the ambulance service in a secure position for a few years with ambulances. Mr. Jeff Vaughn, Ambulance Service Director, stated that the 1993 Ambulance currently has 217,000 miles on it and is beginning to need repairs constantly. He stated that the 1995 Ambulance has 156,000 miles, is still in good shape and would become the backup ambulance. This would leave the 2002 ambulance and the new ambulance for service in Duncan and Morenci/Clifton area. He also stated that the new ambulances are being purchased with removable modular boxes so that they can be remounted on new chassis in the future and cost considerably less than purchasing a new ambulance. No grant funding is available at this time for the purchase of ambulances. Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board approved the request to acquire bids for a new ambulance.

Approval of Delegation Agreement with the Arizona Department of Health Services and Greenlee County to provide Health Inspections for the Office of Environmental Health
Chairman Zumwalt stated that she had attended the Arizona Association of Counties conference in Scottsdale last week as well as the Small County Forum and County Supervisors Association meetings.
Kay Gale updated the Board on the status of the Thomas Fire located in the Apache-Sitgreaves forest in Greenlee County. She stated that as of this morning the fire had burned approximately 10,600 acres and is fully contained. Hot spots will continue to be monitored until the monsoon season comes and the rain helps to put out the fires.
Upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the Board convened in Work Session to review the proposals for the FY 2003/2004 budget. Revenue projections/shortfalls and the State budget direct hits to the County were discussed. The Parks and Recreation budget was discussed and some projects for improvement were considered. Ms. Gale will be meeting with all departments this week and will have those budgets to present at the next scheduled work session on June 24th for the Board's review.
There being no further business to come before the Board of Supervisors, upon motion by Supervisor Stacey, seconded by Chairman Zumwalt, and carried unanimously, the meeting was adjourned at 12:00 p.m.
